Default Play in Power Steering Pump Pulley

Is it normal to have slight play in the power steering pump pulley on a Focus 1.8?

I remember when I bought the engine the pulley moved in and out by a few mms, but they belt stayed on no problem.

Now that I have put a new belt on it, it keeps running off the pulley (well it actually stays on but jumps a few ribs).

Any advice appreciated as I am actually considering doing away with the PAS altogether.


P.S. - Would it be an MOT failure if I have a PAS pump but do not run PAS? I heard that if you have something on a car then it must work, but if you get rid of the part then they cannot test it?

I would only be using the pulley as I have a belt that fits it; saves spending more cash on another belt.
